My take in it is that they have had an omg moment re $ and decided to make it hard re NDIS to be totally cynical it’s just another layer of bureaucracy to create work/empires/something for middle class people to do. Eg Who gets most of centrelink funding that recipients are made to jump thru hoops for? .. the staff. The private companies with contracts. Same with aged care. Or IT and the Internet . All just layers and job creation. Ok Nbn. There’s another one. No decent internet here, but someone still has time and money to send me letters telling me I can have access to worse than 3rd World coverage available as they have finally made some sort of connection a few hundred metres fm house and if I pay heaps they will connect it to a 40year old disused phone line. Great. I just throw the letters in the bin without opening them now. Think have had 10 by now. Keeps someone in a job. Ie letter stuffers cos cant make proper broadband but at least the money is still getting spent guess thats the point. Not the product/service
